Authorities calling off from framework agreements must satisfy themselves that they are entitled to use them for any specific requirement for goods or services. Importantly, when using third party frameworks, the potential risk of challenge lies against the authority using the framework and not the central purchasing body or other organisation that has set it up.
Authorities leave themselves exposed to challenge if call-off procedures are not properly prescribed in the framework agreement, or are otherwise not followed by the authority when calling off contracts.
