We have extensive experience providing strategic advice to public sector bodies and utilities on the setting up of these arrangements, ensuring compliance with the EU procurement rules (including reliance on the "Teckal exemption").
We have contributed to the Procurement Lawyers' Association Paper on Shared Services and have advised a number of policy makers and public sector clients on different shared services arrangements.
In addition to 'public-public' shared service arrangements and contracting with other wholly public sector owned organisations, we have advised on the procurement of private sector partners to participate in mixed 'public-private' organisations, including joint ventures, LLPs and Not-for-Profit (NPD) organisations.
