Tay Valley Lighting (TVL) Consortium

The Scottish and Southern Energy led consortium closed the £230 million South Coast Street Lighting PFI scheme on Thursday 10th December in London, the largest street lighting project in the UK to date. Financial close took place around 16 weeks from appointment of preferred bidder in August. The project was jointly procured under competitive dialogue by Hampshire County Council, West Sussex County Council and Southampton City Council and was funded by Lloyds and Nationwide. The procurement was run jointly by the Councils but separate contracts were signed by each Council at financial close. The simultaneous financial closing of three PFI projects was a UK first.
